Civil service for health personnel

Abstract
Introduction. An important point for the modernization of public management involves the adequate management of human resources that allow the provision of quality services to citizens. When the start of the health emergency in the country due to COVID 19 was declared, its path to the civil service was halted and health personnel were placed in the first line of care. The objective has been to explore where the health personnel are located in the civil service, making known the measures developed to care for the population during this pandemic. The Materials and methods have to do with a documentary review that allows to know how the civil service has been implemented for health personnel and the measures that have been implemented during the health emergency. The results show the measures implemented that allowed the provision of health services to citizens, safeguarding the health of vulnerable personnel. Conclusion The health emergency stopped the path of the health sector to be part of SERVIR; For this reason, the Ministry of Health has had to assume the management of health human resources, counting on a reliable database that made it possible to place personnel where necessary.
